Does public law control the detailed design, appearance and method of construction of any new building?

While some localities allow significant discretion in the design and appearance of new buildings, in other localitiess, the design and appearance of new buildings require review and/or approval by local authorities or advisory bodies, such as Architectural & Design Review Committees, Homeowners Associations, Business Improvement District representatives and/or Planning Commissions. The method of construction is usually governed by construction and building regulations adopted by local authorities, that are typically based on national standards and requirements for building and construction codes.
